Ministry of Public Works Partners with AIIB to Accelerate Urban Infrastructure Project Across Four Provinces

In a significant move toward sustainable urban growth, the Ministry of Public Works and Transport hosted a high-level review meeting to advance the Urban Infrastructure Development Project in Cambodia. Held at the ministry headquarters on Friday, June 9, 2026, the session was spearheaded by His Excellency Heng Norn, Secretary of State and Project Director, alongside an official delegation from the Asian Infrastructure Investment Bank, widely known as the AIIB. The primary objective of this joint mission was to thoroughly evaluate ongoing implementation progress, assess financial management structures, review procurement procedures, and collectively address operational bottlenecks to ensure the project meets its scheduled timelines.

The collaborative session brought together a diverse group of stakeholders, including leaders and members of the Project Management Unit, as well as representatives from the General Department of Resettlement under the Ministry of Economy and Finance. Technical expertise was represented by a consortium of international and local engineering consultancies, which includes South Korea-based KUNHWA Engineering and Consulting and YOOSHIN Engineering Corporation, alongside their domestic partner, ES International Consultants. This multi-sectoral assembly highlights the complexity and meticulous planning dedicated to upgrading urban public services.

At its core, the project focuses on delivering basic urban services and constructing climate-resilient infrastructure across designated cities and towns within four key provinces, namely Kampong Chhnang, Kampong Cham, Takeo, and Prey Veng. The current scope of work involves conducting comprehensive feasibility studies and preparing detailed engineering designs for critical sanitation and environmental projects. These include the construction and rehabilitation of advanced wastewater treatment plants, comprehensive sewer networks, urban drainage and flood protection systems, and technically sound sanitary landfills.

This essential preparation phase is backed by substantial international funding, utilizing a four million US dollar grant from the AIIB Project Preparation Special Fund, or PPSF. Out of this total grant allocation, the specific consulting service contract for the feasibility studies and detailed engineering designs was awarded to the joint venture of KUNHWA, YOOSHIN, and ES International for a total value of 3,365,190 US dollars. Following the review, both the Ministry of Public Works and Transport and the AIIB reaffirmed their strong commitment to streamlining technical operations and impact mitigation, aiming to pave the way for sustainable, equitable, and long-lasting urban transformations for residents across the four provinces.
