Royal Government Evaluates Proposal for Manhattan II Special Economic Zone in Svay Rieng

The 5th Single Window Meeting reviews plans to build on the legacy of the pioneer 315-hectare Manhattan SEZ across Cambodia’s premier border trade hub

The Royal Government of Cambodia, through the Cambodian Investment Board of the Council for the Development of Cambodia, has convened the fifth Single Window Meeting of 2026 to evaluate a major application to establish the Manhattan II Special Economic Zone in Svay Rieng province. The high-level inter-ministerial working session was chaired by H.E. Chea Vuthy, Secretary General of the Cambodian Investment Board, with participation from senior officials representing line ministries, state institutions, and the Svay Rieng provincial administration.

During the session, delegates and technical teams conducted a thorough review of the investment framework and development plans for the proposed Manhattan II project. The new economic zone is designed to expand upon the notable success of the original Manhattan Special Economic Zone, which was established in 2004 across 315 hectares of land. As one of Cambodia’s earliest and most successful industrial hubs, the original zone pioneered cross-border manufacturing in Bavet town, creating thousands of jobs and serving as a critical engine for regional economic growth.

The proposal to establish Manhattan II comes as Svay Rieng province continues to cement its role as Cambodia’s premier manufacturing base along the eastern economic corridor. According to data verified during an official delegation visit to the Sin Bavet and Fuson Giga Special Economic Zones on July 17, 2026, also led by H.E. Chea Vuthy, Svay Rieng currently hosts 13 active special economic zones containing a cumulative total of 421 investment projects. The prospective addition of Manhattan II reflects sustained investor interest and the expanding capacity of Cambodia’s border industrial ecosystems. (read more)
