Strengthening Cambodia’s Infrastructure: Global Giant CCCC Eyes Major Expansion Across Four Strategic Sectors

Chairman Song Hailiang outlines multi-sectoral investment roadmap during high-level meeting with Prime Minister Hun Manet to drive green energy and digital innovation

China Communication Construction Company (CCCC) has signaled its intention to significantly broaden its investment footprint in Cambodia, specifically targeting four high-growth sectors. This vision for expanded cooperation was presented during a high-level discussion between Samdech Thipadei Hun Manet, Prime Minister of Cambodia, and Mr. Song Hailiang, Chairman of CCCC, on April 10, 2026.

During the session, Mr. Song Hailiang provided a detailed overview of the company’s extensive business operations both within the kingdom and on the global stage. He reaffirmed the conglomerate’s steadfast commitment to ensuring that all ongoing and future projects in Cambodia are delivered according to planned timelines, with a rigorous focus on technical quality, environmental integrity, and social responsibility.

Looking toward the future, the Chairman identified four strategic pillars for CCCC’s next phase of expansion. These include the development of clean energy solutions, the implementation of advanced waste-to-energy management systems, the enhancement of clean water filtration and distribution infrastructure, and the establishment of a robust national digital ecosystem. These priorities reflect a strategic shift toward sustainable and technology-driven infrastructure development within the kingdom.

In response, Prime Minister Hun Manet extended a warm welcome to the proposed expansion, expressing deep appreciation for the company’s pivotal role in modernizing Cambodia’s transport landscape. He specifically lauded the successful implementation of landmark projects such as the Phnom Penh-Sihanoukville Expressway and the ongoing progress of the Phnom Penh-Bavet Expressway, noting that these developments have become essential drivers of national economic connectivity.

The Prime Minister encouraged CCCC to continue exploring new opportunities that align with Cambodia’s long-term socio-economic development goals. He emphasized that the Royal Government remains committed to fostering a favorable investment climate for international partners who bring expertise in sustainability and digital transformation, ensuring that such partnerships deliver lasting benefits for the Cambodian economy and its citizens.
