Acting Head of State Urges Swift Action on Land Titling to Address Public Concerns

Samdech Techo Hun Sen calls for land registration to become an essential service as ministries gather to streamline the process

In an effort to address public dissatisfaction over administrative delays, Samdech Techo Hun Sen, the Acting Head of State of the Kingdom of Cambodia, has called on the Royal Government to significantly accelerate the issuance of land titles for citizens across the country, including in the capital city of Phnom Penh. Speaking during a gathering of more than four thousand officials from the Senate, National Assembly, Royal Government, various ministries, and sub-national administrations on the morning of Sunday, May 24, 2026, Samdech Techo Hun Sen highlighted several persistent challenges that citizens face regarding land registration. He emphasized that administrative bottlenecks in land titling have been a source of public frustration and urged immediate intervention to rectify the slow pace.

To resolve this issue, the Acting Head of State formally requested Prime Minister Samdech Moha Borvor Thipadei Hun Manet, and HE Say Sam Al, the Deputy Prime Minister and Minister of Land Management, Urban Planning and Construction, to prioritize and speed up the land registration process. Specifically, Samdech Techo Hun Sen proposed reclassifying land title registration as an essential public service to streamline bureaucratic procedures and ensure timely delivery to the public. Despite his calls for faster progress, he highly commended the Royal Government and the Ministry of Land Management for their monumental efforts over the past few years. He noted that at the commencement of the seventh mandate, approximately four million land titles remained unissued. Remarkably, within a span of just over two years, the authorities have successfully processed and distributed more than 3 million land titles to citizens nationwide.

Responding to these high-level directives, the Ministry of Land Management, Urban Planning and Construction convened an inter-ministerial meeting on May 26, 2026. The meeting, which included key representatives from the Ministry of Interior, the Ministry of Economy and Finance, and various sub-national administrations, focused heavily on improving public service delivery and implementing additional measures to expedite both document preparation and land title issuance. While the session concluded with a shared commitment to push the agenda forward, specific details regarding the operational timeline, targets, and total scope of the new measures were not explicitly detailed during the discussions.
