Cambodia and Japan formally adopt the Phnom Penh Urban Transport Master Plan 2050

The Phnom Penh Capital Administration and the Japan International Cooperation Agency officially signed off on the completion, adoption, and handover of the Phnom Penh Urban Transport Master Plan 2050 on September 17, 2026. The formal endorsement took place during the fifth Joint Coordinating Committee meeting under the Project for Development of Integrated Urban Transport Management Mechanism in Phnom Penh Capital City. Co-chaired by Phnom Penh Deputy Governors Mr. Khun Duerne and Mr. Seng Vannak, the high-level assembly convened senior officials from the Ministry of Public Works and Transport, the Ministry of Land Management, Urban Planning and Construction, alongside delegates from key government ministries and partner institutions.

During the meeting, committee members unanimously approved the master plan framework, culminating in an official signing ceremony between municipal authorities and JICA to formally hand over the final transport blueprint to the capital administration. The master plan outlines a long-term strategic direction for future urban mobility, designed to guide Phnom Penh away from its primary reliance on private motor vehicles. By establishing a balanced urban development model, the initiative aims to strengthen public transit infrastructure and improve overall travel efficiency across the metropolitan area.

Under the strategic roadmap, municipal planners will focus on developing sustainable transit systems, expanding public bus services, and deploying targeted mobility management solutions. These integrated measures seek to mitigate urban traffic congestion, enhance daily commuting quality, and support sustainable metropolitan growth as the capital continues to expand. (read more)
