Cambodia and Singapore Partner to Establish Advanced Training and Assessment Center for Construction Workers

Cambodia and Singapore have officially entered a new phase of skills development cooperation through the signing of a Memorandum of Understanding to establish a dedicated training and competency assessment center for construction workers within Cambodia. The agreement was formalized on June 16, 2026, between the corporate entity SG Aston LLP and the Cambodia Institute of Technology and Agriculture. The high-level signing ceremony was conducted under the presidency of His Excellency Heng Sour, the Minister of Labour and Vocational Training, alongside His Excellency Steven Pang Chee Wee.

This collaborative agreement stands as a direct result of strong bilateral relations and represents a major milestone in strengthening international cooperation for Technical and Vocational Education and Training, skills advancement, workforce readiness, and comprehensive human resource development. Minister Heng Sour noted that Singapore represents a highly potential destination for skilled laborers. He emphasized that this institutional partnership will provide a transparent and clear pathway for Cambodian workers to comprehend and satisfy Singapore’s rigorous professional benchmarks, particularly regarding occupational safety, skill certification, and overall worker well-being.

The minister further explained that this inaugural memorandum does more than just support employment opportunities within the immediate construction field; it also lays the groundwork to pave the way for expanded cooperation across various other sectors of the Singaporean labor market in the coming years.

The primary objective of the initiative is to build a collaborative framework to develop and operate the center in Cambodia, offering diverse training programs and competency evaluations tailored to evolving industry demands. Initially, the specialized curriculum will focus heavily on essential structural skills, specifically reinforcing steel work, known as rebar, and concrete formwork operations. Looking ahead, the center maintains a long-term strategy to expand its educational scope into various other technical disciplines to match shifting global workforce requirements.

As a related development, Cambodia and China also marked an important milestone in skills development in 2025 with the signing of a Memorandum of Understanding between Zhejiang Construction Technician College (ZCTC) and Cambodia’s Polytechnic Institute of Pursat Province (PIPP) in Zhejiang. The agreement aimed to strengthen Cambodia’s Technical and Vocational Education and Training system and help meet growing demand in expanding industries, particularly the construction sector.
