Cambodia Outlines Strategic Vision to Transform Koh Rong into a World-Class Tourism Island

The inter-ministerial working group is spearheading a comprehensive strategy to develop Koh Rong City into a premier world-class tourism destination. The initiative was central to the twenty-fifth meeting of the Investment Promotion Working Group in Preah Sihanouk Province, which was held on June 5, 2026. Presided over by HE Hean Sahip, Advisor to the Prime Minister and Chairman of the provincial investment working group, the session focused on establishing special incentives to attract high-value international projects.

During the assembly, officials reviewed a comparative study analyzing successful island development models from around the globe alongside the specific opportunities available on Koh Rong. Under the umbrella of the Special Program to Promote Investment in Preah Sihanouk Province, the group discussed implementing additional strategic measures to draw global capital. The master plan aims to reposition the island as a top-tier international hub, focusing heavily on eco-tourism, luxury hospitality, and wellness tourism.

Koh Rong City encompasses a total land area of 11,323.89 hectares and features a coastline spanning approximately 61 kilometers. Notably, about 43 kilometers of this coastline consist of pristine sandy beaches, which achieved the number nine ranking on the global list of the top 50 best beaches in the world for 2026. The island’s growing appeal is supported by foundational infrastructure developments, including an expanding road network, a 4C-level international airport project, and a subsea electrical grid connection.

HE Hean Sahip emphasized that Cambodia’s coastal islands hold immense untapped investment potential. This is further reinforced by a steady upward trajectory in international visitor arrivals to the region’s islands, driven substantially by a growing demographic of travelers from Europe.

Beyond the island-specific strategy, the working group evaluated 15 broader investment and business proposals for Preah Sihanouk Province. These ventures include a manufacturing and assembly plant for ventilation pipe equipment, a parquet flooring factory, multi-functional commercial buildings, a night market, and a resort project. Together, these 15 projects represent a collective investment value exceeding $39 million and are projected to generate approximately 1,000 new job opportunities for the local workforce.
