Ministries Accelerate State and Archaeological Land Registration for APSARA National Authority in Siem Reap

Siem Reap: Ensuring the legal protection and structured land registration of historic archaeological sites and state land within the Angkor region remains a critical strategic priority for the Royal Government of Cambodia in preserving national cultural heritage. On October 1, 2026, Permanent Secretary of State Tekreth Samrech, representing the Ministry of Land Management, Urban Planning and Construction, participated in a high-level inter-institutional consultative meeting to accelerate state land and archaeological site registration for the APSARA National Authority across Siem Reap province. The meeting was presided over by Minister of Culture and Fine Arts Academician Phoeurng Sackona.

The inter-agency session convened key institutional stakeholders, including technical working groups from the Ministry of Land Management, Urban Planning and Construction; representatives from the APSARA National Authority, the Siem Reap Provincial Administration, and the Provincial Department of Land Management; local authorities; and specialized technical officials. Discussions centered on resolving operational bottlenecks, streamlining land titling procedures, and accelerating systematic registration to grant formal state ownership titles over protected heritage areas.

Expediting state and archaeological land registration serves as a crucial preventive mechanism against illegal encroachments, land speculation, and boundary disputes across protected zones. Close technical coordination between the Ministry of Land Management, the Ministry of Culture, the APSARA National Authority, and local authorities underscores a unified commitment to transparent, secure, and sustainable spatial governance surrounding Angkor.

The inter-institutional meeting to advance land registration for the APSARA National Authority marks a significant operational milestone in safeguarding Cambodia’s historic estate. Securing legal state land titles and establishing clear archaeological boundaries not only enhances sustainable conservation efforts across Siem Reap but also ensures that the nation’s invaluable cultural heritage is preserved intact for future generations.
