Ministry of Land Management to Distribute Stamp Duty-Exempt Title Deeds for 800K Plots of Land

In a significant development for landowners across the nation, the Ministry of Land Management, Urban Planning and Construction has announced the distribution of stamp duty-exempt title deeds for approximately 800,000 plots of land to citizens. This initiative, facilitated through the Capital-Provincial Administration and the Department of Land Management, Urban Planning, Construction, and Cadastre, aims to streamline land ownership and reduce disputes.

The announcement was made during a working meeting held on 27 May 2025 between the Taxation Unit and the Cadastre Administration Unit. Minister Say Sam Al emphasised the importance of collaboration between the Ministry of Land Management and the General Department of Taxation to improve the management of state tax revenues.

“The land issue is a chronic problem that could pose a threat to the national society in the future if not addressed properly,” said Minister Samal. He underscored that the Royal Government of Cambodia is implementing a comprehensive land registration strategy to minimize disputes and promote stability within the community. Currently, around 300,000 land plots remain to be registered nationwide, alongside various state and private land registrations.

During the meeting, HE Kong Vibol, Director General of the General Department of Taxation, expressed his support for simplifying the processes related to zero-tax land plots. He noted the importance of efficient document handling and data verification to expedite the registration process.

Furthermore, the Director General advocated for the creation of user-friendly online services, allowing citizens to access cadastral and tax services conveniently without the necessity of traveling. This innovation aims to improve accessibility and efficiency for all users.

In conclusion, HE Minister Say Samal called for the establishment of an E-administration and a file-sharing working group to enhance cooperation between the cadastral and tax departments, underscoring the commitment to futuristic governance and improved public service delivery.

This initiative marks a crucial step toward securing land rights for citizens and fostering a more organized and transparent land management system in Cambodia.
