Cambodia Accelerates Toward Universal Access to Rural Water and Sanitation

Cambodia has recorded a significant leap forward in its nationwide initiative to uplift rural public health and living standards, with basic clean water supply coverage expanding to reach nearly 90% of the population by the end of 2025. Alongside this baseline progress, safely managed water services, which guarantee higher standards of filtration, testing, and consistent household delivery, have successfully scaled up to reach 25%. These foundational indicators were officially presented during the opening session of a National Consultative Workshop held on May 13, 2026. The high-level convention focused on studying and compiling the official national document commemorating the comprehensive Open Defecation Free achievements across Cambodia’s capital and provinces in 2025, while simultaneously establishing updates for the Cambodia ODF+ Roadmap spanning from 2026 to 2030.

Presiding over the assembly, Minister of Rural Development Chhay Rithisen emphasized that the provision of safe drinking water and modernized sanitation remains an absolute priority for the Royal Government of Cambodia. To sustain this developmental trajectory, the Ministry has set a definitive target to expand the total coverage of both clean water supply and rural sanitation to 100 percent by 2030. This critical timeline directly mirrors the national framework of the Cambodia Sustainable Development Goals, which prioritize eliminating infrastructure deficits and closing the urban-rural health divide.

To bridge the remaining gaps and ensure that these strategic objectives are realized on the ground, the Ministry of Rural Development has been actively executing a series of coordinated national policies and localized action plans. This approach marks a crucial evolutionary phase in Cambodia’s public utility landscape, building on the successful declaration of multiple provinces as entirely Open Defecation Free over recent years. The current transition into the updated ODF+ roadmap highlights a policy shift beyond basic latrine access toward higher-tier sanitation solutions, including standardized liquid waste treatment, widespread handwashing facilities, and climate-resilient water infrastructure capable of weathering severe seasonal shifts.

The strategic plan laid out for the 2026 to 2030 period serves as a collaborative blueprint for provincial administrations, international development agencies, and civil society partners. By combining state budget resources with targeted international financing and community-led total sanitation programs, Cambodia is building an enduring shield against waterborne diseases. As the country moves steadily toward its 2030 milestone, the continuous formalization of these water and sanitation networks provides the essential infrastructure required to foster sustainable economic productivity and long-term rural prosperity.
