Japan Approves Substantial Concessional Loan to Bolster Cambodian Water Management Infrastructure

Exchang of notes worth over $160 million targets irrigation rehabilitation and flood mitigation across southwestern Phnom Penh corridors

The Royal Government of Cambodia and the Government of Japan have officially formalized a major financial agreement aimed at transforming water management and agricultural resilience in the regions surrounding the capital. On June 22, 2026, a formal announcement from the Ministry of Foreign Affairs and International Cooperation confirmed that Japan will extend a significant concessional loan to support the rehabilitation of vital drainage and irrigation facilities. This strategic investment is designed to address the dual challenges of seasonal flooding and agricultural water scarcity in the southwestern corridor of Phnom Penh.

The official signing ceremony brought together top diplomatic representatives to finalize the exchange of notes and relevant project documentation. Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Prak Sokhonn signed the exchange of notes on behalf of Cambodia, while Ambassador Ueno Atsushi signed on behalf of Japan. The financial commitment totals ¥24,237 million, an amount equivalent to approximately $162.7 million, structured as a long-term concessional development loan.

This extensive financial package is dedicated to funding the third phase of the Southwest Phnom Penh Irrigation and Drainage Rehabilitation and Improvement project. The primary objective of this phase is to upgrade and modernize aging hydrological infrastructure across an expansive rural landscape that primarily intersects Kampong Speu, Kandal, and Takeo provinces. By improving drainage systems, expanding canal capacities, and constructing modern water control facilities, the project will provide a reliable, managed water supply to local agricultural fields while shielding surrounding rural communities from destructive flood waters during the heavy monsoon seasons.

Bilateral officials noted that this project reflects the enduring strength of the Cambodia-Japan relationship, which operates under the framework of a Comprehensive Strategic Partnership. The financial support provided by Japan underscores a mutual commitment to sustainable development, economic stability, and rural poverty reduction. As climate change continues to intensify weather patterns across Southeast Asia, upgrading public infrastructure to withstand severe environmental stress remains a top priority for securing long-term food safety and promoting localized economic growth.
