Japan Pledges $47 Million to Strengthen Flood Resilience and Wastewater Infrastructure in Phnom Penh

Japan has officially extended a $47 million credit facility to support a comprehensive flood protection and wastewater drainage development project in the Cambodian capital. This strategic funding follows a formal exchange of notes between the Royal Government of Cambodia and the government of Japan on April 23, 2026. The signing ceremony was held under the high presidency of His Excellency Aun Pornmoniroth, Deputy Prime Minister and Minister of Economy and Finance, and was co-signed by Ms. Miyazaki Katsura, Vice President of JICA. This agreement serves as a concrete manifestation of the deepening bilateral ties between the two nations, specifically focusing on long-term urban stability and the improvement of public utility services within the country’s most rapidly expanding municipal areas.

Designed to address the perennial challenges of seasonal inundation, the project aims to mitigate flooding caused by heavy rainfall while simultaneously restoring critical wastewater management systems. By modernizing this infrastructure, the initiative is expected to significantly enhance the daily living conditions and environmental hygiene for residents across the Dangkor and Por Senchey districts of Phnom Penh. These areas have been identified as high-priority zones for drainage upgrades due to their vulnerability during the monsoon season.

The technical specifications of the project are extensive and include the construction of a new sewerage network totaling 9.32 kilometers in length. A central component of the plan is the establishment of a single 18-hectare regulation pond and a high-capacity pumping station capable of moving approximately 20 cubic meters of water per second. Additionally, the infrastructure will include the installation of two strategic floodgates, the construction of one crossing bridge, and the procurement of advanced wastewater pumps and specialized maintenance equipment to ensure the system’s operational longevity.

According to the official announcement, this concessional loan agreement is a reflection of the evolving partnership and strong cooperation between Cambodia and Japan. It highlights a shared commitment to fostering sustainable development through technical excellence and infrastructure resilience.
