Cambodia Set to Transform Eastern Provinces into Industrial Powerhouses Over the Next Two Decades

Prime Minister Hun Manet unveils a long-term strategic vision to turn Svay Rieng and neighboring regions into agro-industrial hubs during the inauguration of a 30.6 million dollar water treatment plant

The Royal Government of Cambodia has officially set a transformative course for the nation’s eastern borderlands, outlining a 20-year roadmap to develop Svay Rieng and adjacent provinces into high-potential industrial and agro-industrial zones. This ambitious direction was articulated by Prime Minister Samdech Thipadei Hun Manet during a landmark ceremony on March 26, 2026, which featured both the inauguration of the Andong Ta Sey Water Treatment Plant in Svay Rieng City and the official groundbreaking for a massive clean water infrastructure expansion across five provinces.

Addressing the gathering, the Prime Minister emphasized that the eastern provinces, with Svay Rieng at the forefront, possess immense economic potential that extends well beyond traditional agriculture. To capitalize on this, the government is prioritizing the development of essential infrastructure to create a fertile environment for industrial factories and large-scale enterprises. The Prime Minister noted that these investments are designed to bolster the nation’s competitiveness and provide a stable foundation for socio-economic growth that will redefine the region’s landscape by 2046.

The newly inaugurated Andong Ta Sey Water Treatment Plant serves as a cornerstone of this infrastructure-first strategy. Constructed at a cost of approximately 30.6 million dollars through a Japanese grant of 3.986 billion yen, the facility has the capacity to produce 6,800 cubic meters of clean water daily. The project includes a raw water pumping station and an extensive distribution network, aimed at ensuring a reliable water supply for both residents and the burgeoning industrial sector in the province.

In addition to the Svay Rieng plant, the government has launched a broader initiative to expand clean water infrastructure in five key provinces: Svay Rieng, Kampong Thom, Mondulkiri, Pursat, and Kampot. With an allocated budget of approximately 60 million dollars, the project will see the construction of around 750 kilometers of water distribution networks between 2025 and 2027. This expansion is intended to meet the essential needs of Cambodia’s industrial and handicraft sectors while simultaneously enhancing public welfare and supporting local economic activity.

Prime Minister Hun Manet also took the opportunity to urge the authorities in Svay Rieng and throughout the eastern provinces to maintain high standards of security and social order. He underscored that a safe and stable environment is a fundamental prerequisite for attracting international investment and ensuring that the long-term industrial vision is successfully realized. As the region transitions toward becoming an industrial hub, the government remains committed to providing the necessary technical assistance and concessional financing to develop sustainable, high-quality infrastructure for all citizens.
