Cambodia Steps Up Support for Domestic Cement Industry to Drive Sustainable Construction

Government ministries collaborate on strategic frameworks to enhance local manufacturing capabilities and economic self-reliance

The inter-ministerial meeting of the Private Sector Development Working Group was convened on June 2, 2026, to deliberate on comprehensive support measures for Cambodia’s domestic cement manufacturing industry. The high-level session gathered key representatives from the Ministry of Environment, the Ministry of Mines and Energy, and various specialized arms of the Ministry of Economy and Finance, including the General Department of Taxation, the General Department of Customs and Excise, the General Department of Policy, and the General Department of State Property and Non-Tax Revenue. This joint effort reflects the government’s strategic focus on nurturing local industries to meet the escalating demands of the national construction sector.

HE Hean Sahip, State Secretary of the Ministry of Economy and Finance and Chairman of the Private Sector Development Working Group, noted that the discussion reviewed current government policies alongside recent shifts in the global economy. The meeting evaluated essential requirements for local cement producers, such as environmental fund contributions, mining royalties, technical skill transfers, employee training, and the maximization of local raw materials. By synthesizing these insights, the working group aims to fine-tune regulatory conditions, ensuring that domestic factories remain highly competitive, socially responsible, and aligned with green development standards. To solidify these advancements, the chairman directed technical teams to conduct deeper assessments and prepare a comprehensive roadmap for executive review.

The initiative comes at a time when Cambodia’s heavy industry is demonstrating significant self-sufficiency. According to data from the Ministry of Mines and Energy, Cambodia boasts six active cement manufacturing plants distributed across the strategic provinces of Kampot, Battambang, and Kampong Speu as of 2025. Together, these facilities possess an impressive aggregate production capacity of approximately 11 million tons per year, forming the backbone of the nation’s infrastructural expansion. This robust capacity underscores the reliability and economic benefits of utilizing locally manufactured cement for major development projects across the kingdom. (read more)
