New $20 Million Cassava Processing Plant Breaks Ground in Kampong Speu to Boost Agri-Industrial Exports

The agricultural landscape of Cambodia reached a new milestone on the morning of April 27, 2026, as officials broke ground on a $20 Million cassava starch processing factory in Kampong Speu province. The ceremony, highlighted by the Ministry of Industry, Science, Technology, and Innovation, marks a pivotal advancement in the Kingdom’s efforts to move up the global value chain. By establishing large-scale domestic refining capabilities, the project aligns with national goals to transform raw agricultural output into high-value exports, a transition often referred to in regional trade circles as tapping into Cambodia’s white gold.

Situated in Chek Village, Ou Commune, within the Phnom Sruoch District, the new facility occupies a strategic location between kilometers 74 and 75. The Ministry noted that this development is more than just an industrial site; it is a foundational step in expanding the nation’s agri-industrial sector. By processing cassava closer to the source, the government intends to reduce logistical costs for farmers and ensure that a greater share of the economic benefit remains within the local community.

The project is being spearheaded by Guanshen Shengda Agriculture Industry Co., Ltd., which has committed an initial investment of approximately $20 million. This influx of capital is expected to modernize local starch production and provide a robust support system for smallholder farmers who have traditionally been vulnerable to price fluctuations in the raw cassava market. Furthermore, the increased processing capacity is designed to meet the growing international demand for cassava-based products in industries ranging from food manufacturing to biofuels.

Chairman Yang Youytong expressed high expectations for the venture, projecting that the facility will eventually generate ninety million dollars in annual sales revenue. The plant’s production targets are ambitious, aiming for a yearly output of 100,000 tons of refined cassava starch and 100,000 tons of dried cassava chips. To ensure a sustainable and circular production model, the facility will also process 30,000 tons of cassava residue annually, which serves as a vital raw material for the regional animal feed industry.

This initiative reflects the broader objectives of the National Cassava Policy 2020-2025, which seeks to position Cambodia as a reliable global supplier of high-quality starch products. As the second-largest agricultural crop in the country after rice, cassava remains a cornerstone of rural livelihoods, and industrial projects like the one in Kampong Speu are essential for ensuring long-term economic resilience and industrial growth in the provinces.
