Ministry of Public Works and Transport convenes consultative workshop in Siem Reap to enhance universal mobility for persons with disabilities, the elderly, women, and children

Siem Reap: Enhancing public transit accessibility and embedding universal design principles have become central to Cambodia’s strategy for socio-economic development, ensuring equitable mobility for all citizens. On August 28, 2026, the Ministry of Public Works and Transport convened a consultative workshop in Siem Reap Province focused on revising regulations for commercial transport vehicle identification marks and integrating disability-inclusive design standards into land and rail transit systems. Presided over by H.E. Meas Monika, Undersecretary of State at the Ministry of Public Works and Transport and Chair of the Disability Action Working Group, the event brought together 70 key stakeholders, including officials from line departments, capital and provincial transport authorities, transport operators, and representatives from The Asia Foundation and the Cambodia Disabled People’s Organisation.

The consultation focused on two primary regulatory components aimed at modernizing the national transport infrastructure. First, delegates reviewed draft amendments to update Prakas No. 038 MPWT—originally issued on January 16, 2014—governing identification markings for commercial land transport vehicles, bringing standards in line with modern fleet operations. Second, participants examined draft procedural guidelines on disability inclusion specifically tailored for Light Rail Transit (LRT) systems, establishing universal accessibility symbols, infrastructure specifications, and operational expectations for passengers with disabilities.

Expressing gratitude to the attendees, H.E. Meas Monika highlighted the importance of gathering direct feedback from transit users and advocacy groups to shape effective legal frameworks. The Undersecretary urged technical officials, private operators, and development partners to strengthen cross-sectoral collaboration to safeguard the rights of vulnerable commuters—including persons with disabilities, the elderly, pregnant women, and children—ensuring seamlessly accessible and safe travel across Cambodia’s evolving multimodal transport networks.

As a result, the Siem Reap consultative workshop marks a critical step forward in dismantling physical and institutional barriers within Cambodia’s public transportation system. By modernizing commercial vehicle standards and embedding universal accessibility guidelines into future Light Rail Transit developments, Cambodia is laying a durable foundation for social equity, civic inclusion, and sustainable urban mobility.
