Government Extends Special Incentives to 18 New Investment Projects Worth Over $144 Million in Sihanoukville

Working group chaired by Hean Sahib outlines strategic shift toward domestic investment and local production as the coastal province’s recovery gathers pace

The Royal Government of Cambodia has further solidified its commitment to revitalizing the economy of Preah Sihanouk Province by granting special incentives to an additional 18 investment projects. This decision was finalized during the 24th meeting of the Investment Promotion Working Group held on March 25, 2026. The session was presided over by His Excellency Hean Sahib, Advisor to the Prime Minister and Chairman of the working group, and attended by representatives from relevant ministries and provincial authorities to review proposals with a combined investment capital exceeding $144 million.

The latest round of approved projects covers a diverse range of strategic sectors, including the establishment of animal feed factories, the development of industrial parks, and the construction of multi-purpose and co-owned residential buildings. Beyond their financial value, these initiatives are projected to generate approximately 1,000 new jobs for the local community, serving as a critical driver for employment and economic stability in the region.

This latest approval contributes to a significant upward trend in provincial investment. Since the launch of the special promotion program in 2024, the working group has granted incentives to a total of 467 projects with a staggering total investment value of over 8.18 billion dollars. This cumulative figure includes 209 initiatives aimed at resolving stalled or unfinished buildings, 217 entirely new investment ventures, 26 project expansions, and 15 existing projects that have sought further support. Together, these efforts are estimated to have created more than 55,124 jobs across the province.

In a move to maintain this momentum, the government has officially extended the Special Investment Promotion Programme for Preah Sihanouk Province until the end of 2027. This extension introduces four refined policy priorities: actively encouraging domestic investment, promoting the utilization of locally sourced raw materials and products, facilitating the transfer of advanced technology and skills to the Cambodian workforce, and expanding vocational training programs to boost factory productivity.

During the meeting’s closing remarks, His Excellency Hean Sahib urged all inter-ministerial stakeholders to maintain a proactive and collaborative spirit. He emphasized that the dual priorities for the coming years involve providing seamless administrative support to current investors while aggressively attracting new capital, particularly in the high-potential industrial and tourism sectors. By streamlining procedures and resolving outstanding challenges, the government aims to transform Sihanoukville into a premier multi-purpose special economic zone and a cornerstone of national growth.
