Phnom Penh Water Supply Authority Marks Leadership Transition as Capacity Hits Record Highs

Minister Hem Vanndy appoints In Sakan as the new Director General to lead the nation’s premier utility into a new era of industrial support and service expansion

The Phnom Penh Water Supply Authority has officially entered a new chapter of leadership following the appointment of In Sakan as its new Director General. The transition was finalized during a handover ceremony on March 16, 2026, presided over by His Excellency Hem Vanndy, Minister of Industry, Science, Technology, and Innovation. This strategic appointment follows the retirement of the outgoing Director General, His Excellency Long Naro, who has been elevated to the role of Secretary of State at the Ministry of Industry, Science, Technology, and Innovation.

Minister Hem Vanndy emphasized that the appointment of a successor is a reflection of the government’s commitment to ensuring institutional continuity and effective governance. He noted that the water supply sector serves as much more than a basic utility; it is a fundamental driver of socio-economic development. By providing reliable access to clean water, the authority directly enhances public health while fueling industrial productivity and supporting the nation’s broader industrialization goals.

The leadership change comes at a time of unprecedented operational scale for the utility. The Phnom Penh Water Supply Authority currently maintains a daily clean water production capacity of more than 1 million cubic meters. Its extensive distribution network now spans 5,646 kilometers, delivering safe water to 531,301 customers across the capital and its surrounding regions. The utility remains a regional model for efficiency, maintaining a 99.9 percent revenue collection rate while ensuring all water meets the rigorous quality standards of the World Health Organization.

During the ceremony, the Minister praised the outgoing Director General for his 37 years of dedicated service, which was instrumental in transforming the authority into one of Cambodia’s most successful public enterprises. He expressed high confidence that under the new leadership of In Sakan, who previously served as Deputy Director General, the authority will continue to strengthen its technical capacity and lead the advancement of water services across the Kingdom.
